Degree and area of specialization:
Master's degree required in a relevant field such as Finance, Business, Public Administration, accounting, or related field.
 
  
Minimum number of years and type of relevant work experience:
1) Six plus years' experience with the administration of financial management policies in a higher education setting; with administration of sponsored projects, including familiarity with budgetary and compliance requirements of major funding agencies (federal, state, and private); and with administration of fee-for-service contracts.
2) Demonstrated experience with administration and development of business service operations.
3) Demonstrated skill and experience in leading and managing professional teams or administrative staff.
4) Strong computer and technology related skills including budgeting and financial software tools.
5) Superior oral and written communications skills.
6) Excellent organizational skills; ability to handle multiple and diverse projects, events and shifting priorities and deadlines is required.
7) Excellent interpersonal skills and the demonstrated capacity for working well with others.
8) Strong analytical and creative problem-solving skills.
10) Knowledge and experience with University and/or State fiscal, budget and administrative policies and processes is preferred.
Principal duties:
30% Leadership and staff management:
* Attend WCER Senior Staff meetings representing the Business Services team.
* Lead and supervise business office management staff including the following positions - Grants and Contracts Manager, Human Resources Manager, Accountant Journey, 136 funds Manager, and Procurement Manager.
* Create and maintain a positive work climate for the WCER Business Office to enhance customer service.
* Work with the business office management team to create an inclusive and respectful workplace culture for and by all staff in the WCER Business Office .
* Mentor and guide WCER Business Office staff with their career development and professional development opportunities.
* Evaluate administrative organizational structure to maximize efficient business services. Utilize technology to streamline business processes.
* Conduct Business Office Managers and All Staff Meetings.

30% Financial Management:
* Assist the Associate Director in budget processes and development.
* Create a business culture in WCER that is focused on providing excellent customer service to the WCER community of researchers by recognizing and addressing unique situations and business needs, and offering creative solutions to business problems.
* Provide oversight for the preparation of monthly financial status reports for research projects, support services, technical services, and auxiliary activities.
* Assist the Associate Director to identify and develop in the development of administrative electronic systems to enhance the accuracy and speed of financial data available to WCER investigators, projects, and WCER services.
* Advise the Human Resources Manager on appropriate staffing levels and salary structure for business services staff.
* Advise Principal Investigators on the financial management of research projects.
* Review and approve all project expenditures.
* Monitor spending for adherence to approved budgets.
* Advise on the design and development of project subcontracts.
* Provide oversight for the management of business services accounts.
* Provide expert interpretation and guidance to business services staff and project/research staff on financial policies, procedures, and regulations, both internal to the university and external such as state or federal agencies.


25% Administration of revenue-producing activities:
* Oversee business activities on WCER fee-for-service projects.
* Oversee policies and procedures for fee-for-service entities.
* Oversee the electronic invoice and credit tracking system.
* Determine administrative support needs for 136 projects.
* Provide oversight for the dissemination of partnerships and licensing agreements, as well as RFP (Request for Proposal) and RFI (Request for Information.)

10% Administration of grants and contracts:
* Provide oversight for the development of extramural funding proposals.
* Advise Principal Investigators on budget strategies and policies/guidelines.
* Collaborate with Principal Investigators on final negotiations with funding agencies.
* Provide Principal Investigators with information on cost sharing.
* Serve as WCER's effort coordinator. Oversee the effort coordination process to ensure WCER grant commitments are met.
Oversee compliance with federal, state, agency, and University regarding sponsored program administration.

5% Building Operations
* Collaborate with the Associate Director and Facilities Manager on day-to-day building issues such as maintenance requests, key and room assignments, and office furniture orders/ delivery.
* Advise on space/office needs for business office and administrative assistant employees.
* Work with the SOE Divisional Disability Representative (DDR) and the WCER Facilities Manager to review and approve furniture requests following the Americans with Disabilities (ADA) requirements and UW's process for Accommodations requests.
