Position Summary:
We seek an HIV Prevention Epidemiologist to join the HIV Surveillance Unit at the Wisconsin Department of Health Services (DHS). In collaboration with the UW Population Health Institute, this position will be based in the Communicable Disease Harm Reduction Section, Bureau of Communicable Diseases (BCD), Division of Public Health (DPH), DHS. Under the general supervision of the HIV Surveillance Unit Supervisor, the HIV Prevention Epidemiologist will serve as a subject matter expert in providing the HIV Program with technical assistance, data management, epidemiology, and evaluation expertise.

The HIV Prevention Epidemiologist is responsible for data analysis and interpretation of HIV prevention data used for program planning and development within the Section. This includes responsibility for data management and datasets that are used for public health research, program evaluation, and quality assurance by the US Centers for Disease Control and Prevention (CDC), DPH, medical providers, local health departments, community partners, and the Wisconsin State Laboratory of Hygiene (WSLH).

This HIV Prevention Epidemiologist is responsible for ensuring the availability of a comprehensive statewide communicable disease surveillance system and a prevention data system for HIV that includes timely and accurate data on HIV counseling, testing, and referral (CTR) and PrEP, and risk factors for HIV transmission. This enables DPH, local public health agencies, and partner agencies to provide disease prevention and intervention, and to measure and assess the burden of HIV in Wisconsin. The incumbent uses a health equity lens and promotes diversity and inclusion throughout their work.

Principal duties:
RESP 1: Management and Quality Assurance: Ensure quality of HIV surveillance and prevention data and facilitate data analysis by linking multiple data sources, performing quality control checks of data completeness, accuracy, and timeliness, and supporting data entry and management in prevention and surveillance data systems (e.g., EvaluationWeb, WEDSS, and eHARS). (25%)

RESP 2: Evaluation and Compliance with Reporting: Serve as the HIV Program¿s liaison to CDC to align program data management and reporting efforts with federal evaluation indicators and ensure that the program is in compliance with CDC¿s evaluation and prevention data reporting requirements. (25%)

RESP 3: Data Reports and Communication: Lead and support epidemiologic analysis and data visualization. (25%)

RESP 4: Evaluation Coordination: Support program evaluation activities with a health equity lens. (15%)

RESP 5: System-Level Projects to Advance Health Equity: Collaborate with staff from DHS/DPH programs and external partners to address health equity and health disparities. (10%)
