Position Summary:
The Wisconsin National Primate Research Center (WNPRC) at the UW-Madison seeks a self-motivated, collaborative, innovative, and service-oriented leader for the position of Human Resources Unit Head (HR Specialist). Under the general direction of the WNPRC Associate Director of Operational Services, this unit leader designs, implements, and monitors more than one HR functional program for the WNPRC, including payroll and benefits; recruitment, classification, and compensation; employee life cycle management (onboarding, performance management, etc.); and employee relations. The HR Unit Head leads a team of two HR staff: an HR Business Partner and an HR Coordinator. This position assists in strategy development to ensure the HR Unit is able to process and support workforce needs, to ensure regulatory compliance, and to support the greater WNPRC goals and mission.

The WNPRC is one of seven federally supported National Primate Research Centers and the only one in the Midwest. The WNPRC's mission is to increase our understanding of basic primate biology and to improve human and animal health and quality of life through research. Since its establishment in 1961, thousands of scientists have conducted research in primate biology with relevance to human and animal health through the WNPRC. Based in the Office of the Vice Chancellor for Research and Graduate Education (OVCRGE), the WNPRC has strong, long-established research and teaching links to UW-Madison Schools and Colleges including Medicine and Public Health (SMPH), Letters and Science (L&S), Agriculture and Life Sciences (CALS), and Veterinary Medicine (SVM).

The Primate Center has approximately 200 employees, including academic staff, university staff, graduate students, undergraduate students, and employees-in-training. Additionally, WNPRC affiliated faculty initiate a variety of appointments through the Primate Center, as well as their home departments. Therefore, the HR Unit Head must be able to interact with a number of different schools, centers, and departments on the UW-Madison campus, and will have extensive contact with the Office of the Vice Chancellor for Research and Graduate Education (OVCRGE) HR Office.

Under the general direction of the WNPRC Associate Director of Operational Services, the HR Unit Head performs a wide variety of complex human resources activities as noted in the list of duties.

Principal duties:
Identifies, designs, implements, and monitors Human Resources and staff training programs consistent with strategic objectives and initiatives of the Primate Research Center;

Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked for at least 2.0 full-time equivalent (FTE) employees, which includes an HR Business Partner and an HR Coordinator;

Directs and manages the HR Unit operational functions activities, such as recruitment, pay administration programs, onboarding, payroll and benefits, etc. through HR staff, and assists with those activities as needed;

Identifies, proposes, implements, and interprets employment policies and practices for stakeholders, and provides recommendations for changes as needed;

Monitors programs and practices to ensure compliance with human resources laws, regulations, and institutional policies;

Serves as subject matter expert to support the HR Unit's alignment of business needs and human resources strategy.

Tasks include, but are not limited to, the following:

- Assists employees with workplace concerns, assists supervisors with performance concerns, conducts workplace investigations, and collaborates with the OVCRGE HR Office to develop appropriate responses to identified issues; delegates employee relations tasks to the HR Business Partner and oversees the process as needed;
- Creates position descriptions in collaboration with hiring managers, leads search & screen meetings, and ensures best practices across the Center with an emphasis on striving for a diverse and inclusive workforce;
- Provides leadership for the onboarding and offboarding processes;
- Strives to improve the engagement and retention of WNPRC staff;
- Provides trainings and professional development opportunities to WNPRC managers and staff on a variety of HR-related topics and issues;
- Supervises the Center's HR staff, working towards continuous improvement throughout the HR enterprise, and leads regular meetings of the HR staff, coordinating activities across all areas;
- Manages the processing of affiliation agreements for visiting trainees and scientists to ensure compliance with institutional policies and procedures;
- Oversees the distribution of keys for Center facilities and manages the HR Coordinator in the distribution of keys to new employees as appropriate.
