Position Summary:
The Waisman Center is dedicated to the advancement of knowledge about human development, developmental disabilities, and neurodegenerative diseases throughout the lifespan. One of 14 centers of its kind in the United States, the Waisman Center encompasses laboratories for biomedical and behavioral research, a brain imaging center, and a clinical biomanufacturing facility for the production of pharmaceuticals for early stage human clinical trials. In addition to its research efforts, the Center provides an array of services to people with developmental disabilities, offers numerous educational and outreach programs to young children and their families, and trains scientists and clinicians who will serve our nation in the future.

This position is responsible for performing human resources activities in the area of recruitment/staffing, classification, compensation, payroll and benefits, communications, employee relations, and related functions for the Waisman Center. The Waisman Center has 600+ paid personnel (Academic Staff, University Staff, Post-degree Trainees, Student Assistants and Student Hourly) and 250+ unpaid individuals. The Waisman Center also has affiliate faculty from 25 academic departments who have research programs located in the facility.

Principal duties:
Provide human resources support to Principle Investigators, managers, and supervisors of multiple operational units within the Waisman Center as follows:

(35%) Recruitment and Staffing:
- Initiate the recruitment of positons in accordance with University, State of Wisconsin and other policies and procedures.
- Advise on titles and salary ranges. Ensure compliance with title guidelines, including degree requirements and experience levels. Assist with recruitment strategies for positions and participate in search committees.
- Determine the correct personnel transaction (e.g., new hire, transfer, etc.), appropriate compensation rate and probationary status. Initiate the hiring and onboarding/orientation process for new employees.

(35%) Payroll and Benefits:
- Prepare, process and audit bi-weekly and monthly payroll.
- Review and process job changes (e.g., percent time changes, extensions, terminations, hires, etc.)
- Educate new employees on direct payroll entry (employee self-service).
- Establish and maintain knowledge and understanding of benefit requirements and remain current regarding changes to benefit eligibility standards.
- Advise new employees on benefits eligibility, application process (paper or self-service) and review paper applications for accuracy.

(15%) Compensation and Classification:
- Serve as a resource for pay adjustments (e.g., performance, promotion, change in duties, etc.) and assist with the preparation, writing of the justification and review of requests.
- Advise on appropriate stipend levels for Research Associates based on National Institute for Health (NIH) recommendations.

(10%) Related Human Resources Activities:
- Provide consultation and assistance regarding visa processing.
- Provide guidance and support to employees regarding FMLA and leave of absence requests.
- Assist with the preparation of non-renewal and layoff requests within the Waisman Center.
- Provide guidance and assistance regarding employee relations situations.
- Track and manage employee performance reviews for Waisman Center staff.

(5%) Other Duties:
- Actively participate in HR team meetings, Office of the Vice Chancellor for Research and Graduate Education (OVCRGE) Human Resources Forums, Waisman Administrative team meetings and/or Campus HR-related training.
- Actively participate in HR and administrative process improvement activities.
- Coordinate special projects as required.
- Make recommendations to Human Resources Manager on development and revision of departmental policies and procedures.
- Perform other duties as assigned.
