Position Summary:
The Financial Manager serves as the designee of and reports directly to the Associate Director, Business Services - Chief Financial Officer. This position is primarily responsible for providing day-to-day direction and supervision of the Department of Medicine accounting office. Other key responsibilities include: organizing and controlling a variety of financial activities including maintaining the department's basic systems of accounting, budgeting and financial control; post-award financial reviews; purchasing; accounts payable; travel and expense reimbursement; and property control. In addition, this position will prepare and analyze reports on financial position based on past, present and future operations.

Principal duties:
General Leadership and Management - 50%
- Provide training, guidance and direction to the accounting team to ensure work is performed in an accurate, efficient, timely, and knowledgeable manner.
- Ensure backup staffing and process documentation is in place to mitigate internal risk.
- Exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours

Financial Management and Reporting - 40%
- Manage and direct the daily accounting activities to ensure prudent accounting practices and compliance with rules and regulations of the University of Wisconsin-Madison and UW Health and other appropriate agencies. This will require a working knowledge of such regulations of the varied funding sources, and ongoing Departmental programs.
- Manage fiscal and grant year-end closing processes for all departmental accounts.
- Oversee the preparation of regular financial reporting which is provided to Principal Investigators.
- Ensure compliance with the policies and procedures of the University, school, Department, UW Health and those of federal and other funding agencies. Advise principal investigators and program managers on account review, techniques of account balance projections, variance analyses & budget monitoring during regular meetings.
- Evaluate employee funding options and staffing levels developed from fiscal review strategies agreed upon by Department Administrators, Department Physician leaders and Principal Investigators. Initiate employee terminations based on fiscal analysis of the lab if indicated.
- Oversee audit entrance and exit meetings for Legislative Audit Bureau and UW Internal audits. Resolve and respond to audit findings. Ensure Department is in compliance with audit polices.
- Ensure accounting integrity of financial statements, financial summaries and special reports; verify accuracy of data extracted from multiple sources to create summary reports.
- Analyze financial information and makes recommendations to unit leadership
- Serves as a subject matter expert to unit leadership regarding financial operations, status and reporting, and recommends process improvements
- Review and approve all payroll transactions for appropriate UW and UWMF funding.
- Oversee relocation contracts for new faculty appointees.
- Oversee purchasing and accounts payable activities.
- Oversee travel and expense reimbursement process.
- Oversee required physical inventories of University owned and federally owned capital equipment located at on-campus and off-campus locations.

Other 10%
- Participate in special projects and analysis as assigned by the Department Administrator and Associate Director Business Services-Chief Financial Officer. Troubleshoot fiscal problems and recommend alternative solutions when problems arise. Model proposed changes and special projects for Department Leadership decision points.
