Title Specifications

Job Summary:This position requires the employee to perform highly complex payroll (PY), time and labor (T&L) and absence management (AM) administration responsibilities within the UW Service Center/UW-Madison Office of Human Resources. The person occupying this position must have in-depth working knowledge and expertise of the PY, T&L and AM modules within the highly complex PeopleSoft (PS) environment, in addition a working knowledge and understanding of human resource [HR], Benefits (BEN), and Finance (FIN) higher Ed environment. With the PS modules being very highly integrated and the HR modules driving the PY, T&L, AM, this position classification requires the person to understand the relationship and impact that changes and updates made within one group of modules have on the other one. The University environment is highly decentralized which encompasses complex problem solving and data management efforts.

The roles and responsibilities of this position encompass the operational management and interpretation of the PY, T&L, and AM rules, regulations and policy. The SC/UW Madison Office of Human Resources is the University System Wide operational arm for all Institutions within the University of Wisconsin System. There are over 72,000 individuals paid via the PS HR/Payroll System. The annual payroll is over 2 billion dollars.

Major tasks include:
- Implementation of pay plan provisional changes in conjunction with Human Resource and the other team members of the HRS modules
- Day to day processing operations within the PeopleSoft environment of the Payroll, Time and Labor, and Absence Management
- Problem solving and detailed analysis work that requires comprehensive business knowledge and interpretation of policies, business rules and regulations, and pay plan provisions
- Provide support in the mission of communications and training
- Operational management of cyclical operational events

This position is located in the UW-Madison Office of Human Resources and by its nature and location, the incumbent is privy to confidential records and conversations that directly affect the employer-employee relationship referred to in s.111.81(15) Wis. Stats. The positions/functions it supports are directly related to management policies, decisions, alternative courses of action and strategies that affect employees system-wide, contract administration as well as salary decisions for staff. It serves as a key resource to management in the planning and implementation of contract compensation provisions.


Permissive eligibility is based on transfer, reinstatement or voluntary demotion rights acquired by virtue of current or former State employment in the classified service at or above pay schedule-range 81-4.
