Job Summary:This position supervises the Project Administration Center (PAC) for the Physical Plant, University of Wisconsin Madison. PAC was established to improve design and construction services of small construction projects on campus and manages approximately 300-400 remodeling construction projects a year with an annual budget of $4.5 million. PAC serves as an advocate for those in the University community who have program or individual needs that require modifications to a building or building system. Projects affect the structural, mechanical, electrical, architectural, and/or security systems of campus buildings and require architectural and/or engineering services.

The incumbent must develop and implement policies and procedures, manage the budget, make timely and important management decisions, and accept responsibility for a wide range of construction projects. This position is responsible for planning the project, developing the budget, scheduling staff, and performing inspections to ensure work is complying with plans and regulations, and progressing in an orderly, safe and timely manner. The incumbent must possess the experience and ability to communicate and work harmoniously with building managers, architects, engineers, university planners and administrators, state officials, and trades shop supervisors, to execute, plan and coordinate work on construction projects to their completion. As supervisor, this position is responsible for four FTE's and one LTE employee. Under general supervision, this position reports to the Associate Director, Physical Plant.

Goals and Worker Activities

A.40%Management of the Project Administration Center (PAC)
1.Develop and implement policies and procedures for PAC.
2.Manage the budget and supervise the Project Administration and Construction Management staff.
3.For requested project, provide preliminary feasibility, cost range, timing constraints, and other pertinent information. Coordinate with A/E staff for projects that require architectural or engineering analysis.
4.Conduct analyses of program effectiveness, production, and customer satisfaction. Report findings to campus and Physical Plant management.
5.Design, recommend, and implement construction procedures.
6.Provide administrative direction and management expertise for special projects.
7.Maintain effective authority to commit the employer's resources.
   
B.40%Project Management
1.Provide supervision and administration of state construction and maintenance projects at various UW Madison campus locations. Supervise and manage multiple construction projects related to the design, construction, operation, and maintenance of state-owned buildings.
2.Work with the State of Wisconsin, Division of State Facilities (DSF), when the project requires their approval and oversight.
3.Provide construction estimates or bids, assist in preparing construction contracts, and assure timely material purchases and deliveries.
4.During the construction phase, perform a full range of quality control over the construction activity of in-house construction staff, contractors, subcontractors, and consultants. Oversee the performance of contractors and subcontractors who are constructing, renovating, or demolishing state buildings.
5.Coordinate the work of professional architectural/engineering (A/ E) resources, trades staff, and other technical and professional employees. Work with A/E staff and other professional consultants to assure that technical and code requirements of plans and specifications are met and project meets all expectations.
6.Provide direction to correct areas where the contractors or subcontractors performance is not in accordance with the project's plans and specifications or where construction schedules are not met.
7.Ensure the construction is completed in accordance with all applicable laws, codes, statutes, administrative requirements, approved programs, schedule and budgets.
8.Manage project budgets and approve the disbursement of funds. Authorize decisions that result in contract changes and the commitment of project funds.
9.Work with resource managers to assure that employees receive appropriate training about hazards associated with their work, and that they are provided with and use protective equipment as needed or required.
   
C.20%Supervisory responsibilities
1.Participate in employment interviews and selection of new employees.
2.Effectively recommend and take approved action regarding evaluations, assignments, promotion, discharge, discipline, and adjustment of grievances.
3.Establish employee work schedules. Authorize leave and overtime.
4.Determine shop and individual training needs and recommend employee career development.
   

Knowledge and Skills

  1. Knowledge of construction techniques and practices, construction scheduling methods, mechanical and electrical systems, structural systems, and utilities.
  2. Knowledge of the Wisconsin Enrolled Commercial Building Code and the hazards and safety requirements of the construction business.
  3. Knowledge of field quality control techniques; construction phase documentation, inspection, and enforcement procedures.
  4. Knowledge of budgeting and financial management systems.
  5. Knowledge of reading and interpreting blueprints, and estimating material and construction costs.
  6. Knowledge of design, layout and preparation of engineering plans and specifications for construction projects.
  7. Skilled in verbal, written, and graphical communications to impart complex construction projects and instructions. Ability to communicate well with employees, managers, city and state officials, and members of the university community.
  8. Ability to communicate effectively to resolve issues with customers or other university staff. Knowledge of and ability to apply conflict resolution.
  9. Knowledge of procedures used in requisitioning materials, equipment, and supplies, and of university state requisition and purchasing procedures.
  10. Knowledge of civil service employment process, state and federal guidelines on equal employment opportunities and affirmative action.
  11. Knowledge of basic principles used in employee counseling, performance evaluations, resolving complaints, handling grievances, administering discipline, and of union contracts.
  12. Ability to maintain a professional and service-oriented relationship with customers and co-workers.
  13. Ability to present a neat, clean appearance at all times.
  14. Ability to work hours in excess of the normal work shift, including nights, weekends, holidays, and overtime.
