Job Summary:This position functions under the direction of the Biological Safety Officer (BSO) in the Department of Environment, Health and Safety (EHS) within the Division of Facilities Planning and Management (FP&M). This position is responsible for providing training focusing on biological safety including safe handling of biological materials, proper laboratory procedures, hazardous waste disposal and appropriate animal research practices. This position plays a key role in supporting the work of the BSO and the University's Institutional Biosafety Committee (IBC).

The Biological Safety Training Specialist accomplishes these goals through training seminar presentations, electronic teaching and printed informational materials. The position will use periodic site visits to research labs and the review of research protocols to assess training needs and inform individuals of learning opportunities. The position will forge day to day relationships with principal investigators and their staff. The duties of this position are crucial for the University to meet the requirements of the NIH/OBA, the CDC, the USDA, and other local, state, and federal authorities.

Goals and Worker Activities

A.30%Training Activities
1.Develop and present specialized biological safety training programs including classroom, hands-on and computer-based training. Initial emphasis will be on classroom training of researchers and staff working in BSL2 and BSL3 laboratories. Some training will be presented on second and third shifts.
2.Develop continuing education programs in coordination with EHS and campus staff to ensure investigators are aware of all regulations related to protocol submission and compliance.
3.Develop and implement evaluation tools to assure that training participants have adequate understanding of the training material and to support ongoing process improvement of training activities
4.Develop and distribute information regarding specific diseases or health hazards to those at risk e.g: information for immuno-compromised workers.
5.Develop biological safety content for web based and other electronic training programs.
6.Identify and utilize resources of other campus organizations, e.g. the Office of Human Resources Development, to publicize learning opportunities and support ancillary services such as record-keeping.
7.Achieve and maintain compliance with mandatory health and safety training programs by working with Principal Investigators, laboratory managers and other supervisors to assure that university faculty and staff receive all training mandated by laws and regulations including periodic updates as required.
8.Develop, manage and deliver orientation training for new researchers and laboratory staff focusing on safe practices and operation of specialized equipment.
9.Develop, manage and deliver annual re-certification training as required
   
B.30%Site Visits
1.Visit laboratories to review techniques and health and safety aspects of work with biological hazards emphasizing personal health, reduction of risks, and availability of appropriate medical services. Determine the strategy and goals for each visit. Educate and motivate personnel to voluntarily follow appropriate safe laboratory practices. Collaborate with the biological safety officer and the director of Environment, Health and Safety to ensure compliance with all applicable regulations.
2.Use information from site visits to evaluate and improve teaching programs and other learning opportunities.
3.Verify that related documentation is complete and up-to-date.
4.Accurately record site visit results. Identify any needed follow-ups and see that they are carried out.
5.Investigate exposure incidents to determine facts of the event and incorporate preventive information in training programs.
   
C.30%Web development, Design, Outreach, Communication
1.Develop and maintain a strong web presence offering information and resources for customer service. Upload documents and notifications as needed.
2.Deliver mass emails targeted at customers for notification and outreach purposes.
3.Design, develop and maintain outreach materials for OBS presence at conferences and campus events.
4.Produce "Biosidelines" and other newsletters as requested.
5.During site visits, provide outreach services, promote resources and conduct training with individual labs.
   
D.10%Other Activities
1.Serve as consultant to the Institutional Biosafety Committee, attend committee meetings as requested. Provide periodic updates to the committee about training and informational programs.
2.Promote and maintain high standards of service to the campus community on campus and within the Environment, Health and Safety.
3.Coordinate and collaborate with other training staff within EHS and across campus to meet guidelines for animal care and use, laboratory biosafety practices and procedures, proper shipping of biological materials, regulatory aspects of recombinant DNA technology etc.
4.Promote and participate in in-service training, new employee orientation, professional development and technical conferences to keep abreast of best practices in adult education and laboratory safety.
5.Perform other duties as required.
   

Knowledge and Skills

  1. Knowledge of biological research that utilizes hazardous materials and the practices and equipment used to mitigate risks.
  2. Knowledge of principles and practices of adult education
  3. Knowledge of needs assessment techniques, curriculum development and program design methods and techniques.
  4. Knowledge of group dynamics and ability to facilitate groups effectively
  5. Knowledge of biological safety standards, guidelines and best practices, (NIH, CDC, APHIS, etc)
  6. Knowledge of computer and web-based training methods.
  7. Skill in oral, written, interpersonal, and electronic communication skills.
  8. Ability to develop and conduct technical, science based training programs.
  9. Ability to communicate and transfer information effectively at all organizational levels and to diverse audiences.
  10. Ability to design and manage projects including definition of need, scope, schedule, costs and administrative details.
  11. Ability to demonstrate use of safety equipment during training sessions.
  12. Ability to establish and maintain effective working relationships with co-workers, faculty, staff and students.
  13. Ability to occasionally work during second and third shift hours
  14. Ability to maintain a valid Wisconsin driver's license and a motor vehicle record that meets UW Risk Management Standards to drive State of Wisconsin owned vehicles (non-essential function).
