Job Summary:Human Resources System (HRS) is the University of Wisconsin System project to replace its legacy human resources/payroll/benefits system with Oracle PeopleSoft Human Capital Management software. HRS will be a multi-year project.

HRS Implementation Teams are formed around business processes including Recruitment and Workforce Management, Payroll Management, and Benefits Management. Each team will have a Technical Team Leader and a Functional Team Leader. Integration and technology infrastructure teams will also be formed. The individual in this position provides leadership and technical expertise in support of the HRS Implementation with specific knowledge in one or more business process; and provides direction, management, and coordination of the assigned project team members and activities. He/she is responsible for ensuring that specific project goals are accomplished. The teams will work at the UW
System Service Center hosted on the UW-Madison campus.

This position is a Team Leader. This includes task management of medium-sized teams with fairly narrow foci, and working with overall project managers to coordinate and specify activities.

Requirement: Must be able to travel to various locations within the state of Wisconsin (with likely overnight stays) to attend meetings and conferences. May require occasional out-of-state travel for conferences and meetings.

 

Goals and Worker Activities

A.55%Project Management
1.Technical process owner for the business process area and/or module. Provides expertise on technical processes and solutions.
2.Responsible with the other Technical Leaders for the technical process decisions during the project.
3.Identifies and coordinates resources as needed (Subject Matter Experts, Functional Resources, Technical Resources, and external consulting resources, etc.).
4.Collaborates with other Functional and Technical Co-Leaders to develop common processes across the university.
5.Drives the design and construction of the system technical architecture.
6.Provides advanced problem solving and technical support; works with staff to resolve complex technical problems.
7.Plans, executes, monitors, and documents HRS project; provides technical leadership and guidance during the projects to ensure proper design techniques are used and that all resources are used appropriately.
8.Member of the HRS Implementation team and other key project teams as required.
9.Works with representatives from the financial and student administration areas to ensure integration with their modules.
10.Collaborates with the other Team Leaders in the development and documentation of an implementation/rollout plan.
11.Participates in preparation of status reports documenting progress against plan.
12.Collaborates with program, functional and DoIT management to facilitate the development and implementation of support procedures.
   
B.35%Systems Development of large, complex project consisting of multi-phased development efforts
1.Provides alternative solutions and recommendations to complex business problems and issues and works with team members to determine satisfactory approach.
2.In coordination with the other Technical Leaders and the Technology Infrastructure Team Leaders develops strategies for the establishment of a technical infrastructure to support the HRS implementation.
3.Identify opportunities to streamline business processes to best leverage the PeopleSoft system.
4.Participates in development of the reporting requirements.
5.Provides leadership in the development of conversion requirements. Works closely with the conversion development team to ensure that requirements are met.
6.Implements/ensures data quality/cleansing efforts.
7.Participates in development of testing and training requirements.
8.Leads the analysis and design of any necessary modification. Works closely with the development staff on the development, testing and implementation of the necessary modification.
9.Works with documentation team to develop user documentation.
10.Participates in the development of testing plans and scenarios ensuring that all aspects of the module are fully tested: application/unit test, integrated test, parallel test, performance/stress test. Perform tests.
11.Participates in the development and documentation of specific security requirements for module users.
12.Participates in the deployment phase, cutover plan, conversion, master data load, historical data load.
13.Other duties as assigned.
   
C.5%Participate in Organized Activities and Projects
1.Read and discuss pertinent materials to maintain awareness of the operation procedures and environment of the UW System Service Center and the UW-Madison Division of Information Technology.
2.Support and propose technical, operating, and organizational standards to contribute to the effectiveness of the UW System Service Center and the Applications Technology group.
3.Participates in UW System Service Center and DoIT staff meetings as needed.
4.Tutor and train team members and new staff.
5.Share knowledge with fellow IT and functional professionals and provide assistance in areas of personal expertise.
6.Prepare special reports, reviews, and recommendations as requested.
7.Assist the Project Manager and Group Manager in the recruitment of staff and the assessment of staff performance.
8.Represent peers and management on task forces and committees to respond to University or agency needs.

1.Consult with other project managers and leaders about projects under their responsibility and techniques they use to be effective.
2.Read books and periodicals to improve knowledge of data processing.
3.Attend training sessions, conferences, and workshops to increase knowledge in project management, systems development work flows and stages, and other applicable skills such as written communication, oral communication, and leadership.
4.Review University and external publications to increase understanding of university issues and needs, especially those pertaining to direct customers.

Knowledge and Skills

  1. Leadership experience with systems development projects in a technical capacity within a higher education environment preferred.
  2. Knowledge of and experience with developing, implementing, and/or managing large, complex operational systems.
  3. Knowledge of PeopleSoft application fundamentals and administration tools.
  4. Knowledge of business and transaction processing and design procedures.
  5. Strong analytical and problem-solving skills.
