Degree and area of specialization:
Bachelor's degree in business, health sciences, communications or related field is required. A Masters of Business Administration, Public Health or Health Care Administration is preferred.
Minimum number of years and type of relevant work experience:
3-5 years relevant work experience in an academic setting with noted progression of
responsibilities. Experience managing human, fiscal, physical resources for clinical, laboratory,
and outreach programs preferred. More than two years of demonstrated research or experience
related to cooperative organizations is preferred.

Principal duties:
The Outreach Program Manager under the direction of the Division Chair and the Department
Administrator is primarily responsible for the supervision and implementation of the Cardiothoracic
Surgery Clinical Outreach Program. The Outreach Program Manager will work closely with facility
coordinators, department administrators, as well as regional, state, University of Wisconsin
Hospital and Clinics (UWHC), and University of Wisconsin Medical Foundation (UWMF) leadership to
develop and maintain a highly-visible regional outreach program that achieves high-quality and
measurable patient care outcomes.
The Outreach Program manager will utilize formal and
informal organizational structures across the system to develop and maintain effective working
relationships with primary care, surgical support groups, cardiology, vascular services,
transplantation, radiology, and any other specialties working with or referring patients to the
division.
50% Outreach/Extension Responsibilities
1) Determine outreach
opportunities based on analysis of patient origin data, draft proposals for regional and national
network program planning and development.
2) Identify opportunities to enhance current
outreach and business contract relationships with organizational leadership and their affiliates.
Propose alternatives to increase sustainability and efficiency of these relationships through
contract negotiations, provider mix and fee schedules.
3) Identify applicable educational
and technical system support resources for existing clinical sites and groups, provide long term
solutions to maintain these resources, communicate their availability to faculty and staff and
develop new relationships with clinical sites.

5) Assume primary role as liaison for faculty
to organize outreach/extension educational program at the state, regional, and national
levels.
6) Assume responsibility for, coordinate administrative functions of, and
participate in activities and meetings designed to facilitate collaboration and strengthen
relationships with regional and community partners.
7) Using independent judgment and
knowledge of advertising and effective marketing campaigns; manage the development, design, and
creation of outreach, advertising, web, and marketing publications in order to maintain a
consistent and persistent brand and image for the Cardiothoracic division as a key stakeholder in
the UW Health Heart and Vascular service line.
8) Develop, augment and maintain an
evolutionary time frame for educational materials to support research, teaching, and clinical
efforts.
45% Program Management:
1) Work closely with and in the absence of the
Division Chair to assist in the management of overall clinical program growth and
development.
2) Work closely with and in the absence of the Division Chair to assist with
the development of short- and long-term clinical planning and program evaluation
mechanisms.
3) Use independent judgment to interpret, analyze, make recommendations, monitor
and track patient satisfaction data, industry comparisons, patient origin information, patient
referral outcomes, and advertising campaign data.
4) Develop and manage the implementation
of a strategic marketing plan in collaboration with the UWHC Cardiothoracic Service Line Director,
and with UWHC and UWMF clinic managers. Evaluate outcomes and develop alternative strategies as
appropriate.
5) Work closely with and assist the Division Chair to identify, coordinate,
recruit, and train faculty and research staff for contracted outreach positions and divisional
needs as they arise.
6) Work closely with the Division Chair and assume responsibility for
and actively participate in regularly scheduled divisional outreach meetings.
7)
Independently and in collaboration with faculty and staff, research, identify and maintain a
current knowledge base of clinical treatments, cardiothoracic methods, general cardiology methods,
and new technology including appropriate equipment and supplies.
8) By applying a
comprehensive understanding of divisional affairs, act as a resource for other disciplines and
provide input to affiliate capital and operating budgets as needed.
9) Oversee group of
midlevel providers. Develop and implement staffing plans to assure 24/7 coverage of clinic,
in-patient units and OR's. In addition, assist with hiring, orienting, training, and
supervision.
10) Collaborate educational program/rotation in CT Surgery for physician
assistants at UWMF, UWHC and UW
5% Research Responsibilities
1) Develop an annual
strategic plan with a focus on the integration of clinical research into regional outreach
locations; develop program goals and objectives and evaluate outcomes.
2) Coordinate the
fiscal, staff and physical resources to facilitate clinical research at outreach locations.
3) Utilize research as the basis for improving outreach, business relations, clinical
pathways, and patient care.
4) Research, design, manage, and meet deadlines for projects as
they arise based on direction from the Division Chair and Department Administrator.
In all
areas, the individual is expected to work with faculty, UW staff; and a wide variety of Medical
School, UW System, UWHC, and UWMF partners. Occasional travel to outreach locations is required.
Frequent meetings with the Division Chair and Department Administrator will be expected. Other
duties as assigned by the Department Administrator.
A period of evaluation will be
required.
