Confidential Exclusion

The data entered here will be used to complete the standard Confidential Exclusion Analysis form when that form is printed through the CHRIS/CHRIS-HR system. If the Confidential Exclusion indicator on Authorization to Hire Page 1 is 'Y(es)', then this data must be entered before the HR Transactioncan be Division Approved.


1. Confidential Exclusion Analysis (Non-Supervisory Positions)

The following text is from the Wisconsin Human Resources Handbook, Chapter 324, Attachment #1:

"This analysis should be completed by the position's supervisor and reviewed by the agency personnel representative prior to classifying a position as "confidential." The information will be used to assist in determining if the position is performing confidential duties which support inclusion of the position in a confidential classification, resulting in exclusion of the position from bargaining unit representation.

Wisconsin Statute s. 111.81(7) excludes from the definition of employe for collective bargaining purposes "individuals who are privy to confidential matters affecting the employer-employe relationship…' Under s. 111.825(3), Wis. Stats., the Wisconsin Employment Relations Commission (WERC) assigns eligible employes to the appropriate statutory bargaining unit and ultimately determines appropriateness of confidential exclusions. Through case decisions, the WERC has developed the following criteria to determine if an individual should be excluded on the basis of being confidential. The criteria should be used to determine if a position may appropriately be classified as confidential."

2. Online Entry Through the CHRIS/CHRIS-HR System

The Confidential Exclusion form is only required for confidential positions.  If the title requires the Confidential Exclusion form:

1. Enter a 'Y(es)' or 'N(o)' into each of the designated fields. 

2. At least one of the questions under number one (1a through 1d) must have a 'Y(es)' answer for the position to be confidential.   If 'Y(es)', enter the corresponding Goal Letters and Activity Numbers (e.g., A.2, B.1). 

3. If the answer to question number 3. is 'Y(es)', then the possibility of consolidating confidential tasks should be discussed with the agency's management.

Delete Confidential Exclusion - Deletes the Confidential Exclusion from the HR Transaction. This is only available if the Confidential Exclusion Form is not required for the title and the exclusion form was entered.
