Title Specifications

Job Summary:This position is responsible for the payroll and benefits program within the Department of Radiology. This includes non-routine complex payroll for approximately 87 faculty, 23 fellows, 33 residents, 42 academic staff, 22 classified staff, 11 employees-in-training, 13 graduate assistants, 16 student hourly, and 13 University of Wisconsin Medical Foundation (UWMF) employees. The department has an annual payroll budget of approximately $36.1 million with different rules and regulations to be followed for each different appointment type. The Department utilizes two employers within its structure to include UW School of Medicine and Public Health (UWSMPH) and UW Medical Foundation. The multiple classifications, employment types and employers are used with a large number of appropriations with complex funding requirements which significantly impacts the budget process. This position manages payroll including complex interpretation and knowledge of the rules and policies that pertain to unclassified and classified staff.

The Department of Radiology has a variety of funding sources many from federal and non federal grants and awards, clinical revenues, affiliation agreements, and fee-for-service programs. This requires timely and accurate funding adjustments dependent on funding commitments on the various appointments that may include several different funding accounts for an individual.

This position is responsible for the department benefits administration, which often requires extensive investigation and interpretation of the rules and policies for benefits. This position provides technical assistance to employees regarding payroll processing, compensation, and benefits. This position also provides interpretation and application of multiple represented employee contracts and non-standard benefits plan administration. This position applies international tax laws and treaties, and benefits counseling. This position functions as principal liaison between employees, departments, and central payroll offices concerning classified and unclassified payroll which includes Human Resource System (HRS) processing, funding, and fringe benefit issues. This requires extensive knowledge of payroll, leave accounting, and fringe benefit programs at UW Madison and UWSMPH and knowledge of the benefit programs at UWMF.

The individual provides information to the Department Chair, Administrator, Associate Administrator, Human Resources Coordinator, Research Grants Administrator, and Finance Team for budget and planning purposes. This position must exhibit confidentiality and present unbiased information to all employees. This position functions under general supervision and with a high degree of independence and reports to the Program Assistant Supervisor Advanced.
