Job Summary:This position is a full-time position that functions as the Manager of Print Production for the Day Shift at the University of Wisconsin-Madison¿s Division of Information Technology (DoIT) Digital Publishing and Printing Services. The position operates out Digital Publishing and Printing Services Administrative offices located at 30 East Campus Mall, Madison, WI 53715.

The responsibilities of this position include the management and operational support of the Pre-Press, Offset Printing and Bindery Departments. The position supervises approximately 15 full-time classified state employees. The position requires much independent judgement and latitude in handling crisis situations. The employees supervised have highly technical skills of which this position is expected to also be expert in. The position is responsible for all facets of the management and operation of this self-supporting program revenue department.

This position must be well versed in the principles and terminologies of prepress, offset printing, bindery operations, paper types and weights and related publishing and publication concerns. Extensive experience and considerable skilled knowledge in the field of printing services, customer service and printing production activities is required. Familiarity with technical and high quality printing, graphic design and publications production terminology and techniques is a necessity. Must be familiar with Microsoft Word, Excel, e-mail and have a general understanding of Printing Management Information Systems and be able to work on a computer on a daily basis.

Good communications and interpersonal skills are necessary. Punctuality, self-motivation and the ability to work well under pressure are mandatory skills. Must be able to understand and effectively carry out very complex and difficult oral and written instructions and to ask questions if necessary to prevent misunderstanding. These responsibilities are carried out under limited supervision by the Printing Program Manager (Operations Manager).

 

Goals and Worker Activities

A.75%Supervise the operations of the prepress, offset printing and binding department which does a variety of printing using sheet-fed offset printing equipment.
1.Coordinate and monitor all offset work being performed in the department. 1a. Ensure that all job instructions are understood, that proper materials are on hand and readied for routing to sub-departments and that work is assigned to the proper work area. 1b. Ensure the highest possible quality levels are maintained. 1c. Ensure that all delivery deadlines are met.
2.Develop new procedures as necessary to ensure the above.
3.Make recommendations for new or replacement equipment and staff.
4.Evaluate and resolve problems and complaints from customers and staff.
5.Assist in meet requested delivery dates outsource the overflow through cooperation with the CSR Lead Worker, as needed.
   
B.10%Maintain all equipment, raw material and supply inventories.
1.Ensure that all paper that will be required for production is on hand or ordered.
2.Develop and maintain necessary inventory of all supplies necessary for production.
   
C.10%Engage in Personnel Management functions to ensure that your employees are a top priority.
1.Provide for training, employee development and other needs of the employees. 1a. When vacancies occur, follow standard DoIT procedure to recruit and fill the vacancies. 1b. Establish job performance standards for each employee; evaluate performance of each employee against these established standards. Make necessary changes in work processing or procedures to meet approved standards. 1c. Evaluate employee performance on an ongoing basis and provide constructive feedback to assist the employee in improving performance or maintaining a high level of performance. 1d. Maintain current position descriptions for each employee. Revise as necessary to reflect changing technology. 1e. Perform necessary disciplinary procedures from verbal reprimand to recommending discharge. 1f. Train and encourage employee development training so that employees might acquire the fullest understanding of their jobs and the highest development of appropriate skills. 1g. Encourage and promote successful working relationships among staff to improve work productivity and staff retention. Resolve and negotiate staff conflicts to maintain an effective and professional work environment. 1h. Establish work schedules and approve all leave requests. 1i. Sign approve and sign bi-weekly employee time sheets time sheets.
2.Work with Printing Services Customer Service Manager to ensure the smoothest possible flow of work orders from Customer Services to the Murray Street.
3.Ensure that all delivery dates are met.
4.Evaluate production methods, materials and procedures and make changes to improve efficiency and reduce costs and waste.
   
D.5%Miscellaneous Duties
1.Participate in Printing Services departmental meetings; keeping all employees up-to-date on the operation and assisting with problems areas that may be identified.
2.Develop and institute new and revised operational policies and procedures as necessary.
3.Consult with staff in the design and implementation of programs in order to sustain and improve staff productivity and product quality.
4.Provide for the maximum usage of recycled paper.
5.Maintain contacts with other governmental units, outside shops and vendors and read trade publications to be current on paper, equipment, industry trends and events affecting the services being offered.
6.Perform other departmental tasks as may be required.
