Work schedules will include rotating shifts with some holiday, weekend and overtime to meet the needs of the department.

Job Summary:Working under the general supervision of a Power Plant Superintendent, this position has hands-on responsibility for operation and maintenance of systems and supervision of staff at the University of Wisconsin Madison Heating and Chilling Plants. These plants supply steam, chilled water, compressed air, electricity and soft domestic water to the University of Wisconsin Madison Campus, UW Hospitals & Clinics, US Forest Service Forest Products Laboratories, and the Division of Veterans Affairs VA Hospital. The plants include boilers that use natural gas, and ultra-low sulfur fuel oil. The plants also include central chilling plants at each location. Personnel under this position's supervision include employees in the Power Plant Operator, Power Plant Operator Senior and Power Plant Operator In-Charge classifications. The incumbent must carry out supervisory responsibilities for workplace health and safety of employees for whom there is direct supervision.

Goals and Worker Activities

A.40%Operation of the plant systems and equipment, and operation of boilers and related equipment that are fired with gas, or oil
1.Train operating personnel in the correct operating procedures and techniques.
2.Monitor control systems and watch for changes in pressures and operating levels making adjustments and repairs as necessary, assess major malfunctions, and take corrective action as appropriate, including start up and shutdown of boilers. Assist and direct the activities of subordinates in all of the above activities.
3.Make periodic inspection rounds to check operation of emission control devices and accompanying equipment, e.g. pumps, steam reducing valves, draft fans, bearings, etc., for proper lubrication and operating conditions.
4.Monitor and manage testing of boiler water for proper chemical treatment; adjust dosage of chemicals to maintain proper levels.
5.Manage and assist with minor repairs to boiler equipment to ensure boiler operations are sustained.
   
B.20%Water chilling operation during cooling season involving centrifugal and absorption chilling units
1.Train operators on correct procedures for operating chilling units.
2.Monitor operation of chilling equipment, controls, pumps, turbines, motors, etc., to ensure proper lubrication, operating pressures, coolant temperatures, etc.
3.Direct the activities of operators in making minor adjustments and also major corrective actions such as placement of chiller units in and out of service as operating conditions demand.
4.Direct and assist operators in maintenance and repair tasks on chilling equipment as needed to sustain chilling operations.
   
C.15%Auxiliary equipment operations and recordkeeping activities
1.Train operators on proper procedures for operating steam turbine driven and diesel generators.
2.Train operators on proper operating procedures and maintenance of air compressors.
3.Ensure proper watch standing and recordkeeping by shift personnel, including logging of readings and malfunctions.
4.Instruct subordinates in safety hazards and precautions; enforce safety rules and regulations; emphasize safety and accident prevention programs during all plant operations.
5.Train operators on operation and proper procedures for the emission control devices.
   
D.25%Supervisory activities
1.Supervise subordinate Power Plant Operators, Power Plant Operators Senior in the performance of duties.
2.Effectively recommend the hiring, transfer, suspension, layoff, recall, promotion, discharge, and assignment, of subordinate employees.
3.Evaluate performance of probationary employees and recommend action as appropriate.
4.Participate in interviews with applicants and make recommendations on selection.
5.Keep records and make reports as necessary.
   

Knowledge and Skills

  1. Knowledge of the operation of steam boilers, water pumps, steam turbines, steam reciprocating engines, feed water heaters, forced and induced draft fans, etc.
  2. Knowledge of control systems and proper operating temperatures, pressures and levels. Ability to interpret readings on control panels and to determine when adjustments or other corrective actions are required.
  3. Knowledge of proper procedures to follow in start up or shutdown of boilers and other related equipment; knowledge of emergency procedures.
  4. Knowledge of water testing and treatment procedures and programs.
  5. Knowledge of proper maintenance and repair procedures and the ability to diagnose mechanical malfunctions to determine proper corrective action.
  6. Knowledge of procedures for lockout/tag out and confined spaces.
  7. Knowledge of operation of water chilling equipment including controls, pumps, turbines, motors, and related equipment and its proper operating procedures, coolant temperatures, etc
  8. Knowledge of proper procedures to follow in start up or shutdown of chiller units.
  9. Knowledge of correct operating, maintenance and repair procedures for auxiliary equipment such as emergency electrical generators, air compressors, etc.
  10. Knowledge of safety hazards common to steam generating plants and of safety practices and accident prevention concepts.
  11. Knowledge of civil service rules and collective bargaining agreements pertaining to employee selection, transfer, promotion, evaluation, discipline, etc.
  12. Knowledge of commonly accepted supervisory principles and techniques, employee motivation, and work behavior.
  13. Ability to interpret readings on control panels and to determine when adjustments or other corrective actions are required.
  14. Ability to plan, direct and evaluate the work activities of subordinates.
  15. Ability to maintain a professional and service oriented relationship with customers and co-workers.
  16. Ability to work under unpleasant (confined, dirty spaces and extreme hot and cold) conditions.
  17. Ability to perform heavy manual labor including frequent lifting up to 75 or more pounds.
  18. Ability to perform a great deal of climbing, bending, crawling, lifting, stooping, pushing, and pulling.
