Starting pay is between $54,331 and $89,648 depending on qualifications, plus excellent benefits. This position is included in pay schedule 07, range-02. A six-month probationary period is required.

This vacancy is part of the Information Technology Team of Transportation Services, Facilities Planning & Management, UW Madison and leads the administration and oversight of the parking and gate system software and hardware on campus and at UW Hospital. T2 Flex and Skidata are utilized in sixty lanes (fifty T2 lanes and ten Skidata lanes) in fifteen garages. The position will work closely with the IT team to successfully integrate software and hardware into all of Transportation Services gate-related programs. This position will provide support for key programs including the online application system for purchasing permits of all types, paying/appealing citations, electronic validation system, and managing customer information. This position will advise management and serve as project manager for parking permit and gate system projects and programs that achieve organizational goals using technology and the integration of data in the department's automated systems. This position offers applicants a challenging and rewarding opportunity to play a key role in the delivery of parking related services to 70,000 daily faculty, staff, students and 4.6 million annual visitors to the UW-Madison Campus.

Job Duties:   Responsibilities include analyzing program needs, collecting data and information, developing options and plans, issuing recommendations, and establishing priorities and overall system strategies. This position leads management and oversight of the assigned parking permit and gate system computer system projects and programs that achieve organizational goals using technology and the integration of data in the department's automated systems. This position provides training, consulting, and coaching on the system, documents functional processes and procedures, administers the system security, manages system data, ensures data integrity, identifies system modifications and enhancements needed, documents requirements and initiates/implements project plans in cooperation with AIMS. Job Knowledge, Skills and Abilities:   

Knowledge of gate access and revenue control systems (i.e. Skidata/T2 PARCs), Payment Card Industry (PCI) standards and requirements, system analysis, design and database structures and software,  techniques used in establishing and maintaining effective working relationships, data modeling and database theory and practice, computer applications including database design and theory, and applications design theory, planning methodologies such as data collection, forecasting, modeling, and alternative analysis techniques, techniques for effective written, verbal and graphic presentation of data, analytical methods and reports, public relations techniques, negotiation and conflict resolution skills, databases, spreadsheets, word processing, graphics, webpage design, and query tools, system development and implementation life cycle and methodologies, reporting tools (i.e. SQL Reporting Services, Crystal Reports, Brio Query/Hyperion), knowledge and skill with a variety of spreadsheet or PC based analysis tools and problem solving techniques and resolution, and effective system support processes and methodologies.  Skill in oral and written communication and process improvement analysis and development.  Ability to learn new software rapidly, prioritize and manage multiple projects and priorities simultaneously, perform database queries with SQL, write clear, concise standard operating procedures, perform testing and prototyping on new software applications, patches and fixes, to diagnose and solve multiple technical problems concurrently and  to work nights, holidays and weekends as necessary to meet Department needs.
